New Rule #1.

All cabinet-level and higher federal officials are from this day forward to be bound by the Uniform Code of Military Justice.

In short: Dereliction of Duty gets your ass thrown in prison, not just fired.

I'm talking about you, Michael Brown, you incompetent assclown.

And by the way, you don't get a civilian trial, you get a Court-Martial.

The Gov has authority over the National Guard, so it follows, but as for the Mayor - hard time justifying that.

The guy sat there with acres of school buses but didn't fire 'em up to get the people who couldn't help themselves get out - elderly, handicapped, kids, etc. Can we? Huh? Can we? Court martial?

UCMJ

the "M" is for "Military"

The mayor has no jurisdiction over the military (AFAIK), therefore, you'll have to come up with some creative way to explain why a civilian should be subject to the UCMJ.

You must remember - members of the military have fewer rights than civilians.

That's not to say he shouldn't be in line for an ass-kicking.
